The District of Houston offers a variety of initiatives to encourage businesses and developers to create commercial activity and development in local growth areas.



Construction Tax Exemption Program 


The purpose of this tax exemption program is to provide development incentives for builders and property owners to encourage development in commercial areas. The process is simple: submit an application form to the District of Houston office. Enter into a tax exemption agreement with the municipality. Obtain a certificate of tax exemption for the amount your project is eligible for. Successful applicants to this program will be exempt from paying a percentage of taxes on the assessed value of improvements for new construction projects. The exemption starts at 100% and gradually decreases over a 10-year period.

Renovation Tax Exemption Program 

The purpose of this renovation tax exemption program is to provide incentives for business and property owners to encourage the revitalization of commercial areas and increase accessibility. The process is simple: Submit an application form to the District Office. Enter into a tax exemption agreement with the municipality. Obtain a certificate of tax exemption for the amount your project is eligible for. Successful applicants to this program may be eligible for tax exemption of up to 40%of total Class 6 assessed value.
